| Balkan Culture of Corruption Can Change What makes Southeast Europe vulnerable to corruption? Research suggests three main factors. First, 40 years of socialism eroded respect for the state, authority, and more generally, for abidance of rules. Public officials often saw their jobs as giving them free license to distribute state goods to friends and acquaintances, or to anyone willing to pay a little extra for ‘special service’. This culture has lingered in many areas of public service, with state employees now seeing it as a reasonable thing to steal to supplement their meagre wages.
